Notes:
* This revision is intended for fresh or new cache directory,
  enabling Cache Organizer and new URL Transforming rules
  will tend to create new directories and cannot be able to
  retrieve old cache files due to path changes.
* Moving rules up or down can cause undesired effect. (URL Transforming)
